This is an over-arching programme that straddles all areas of concern. The review of the PFAs reveals that whilst there have been some significant gains for women in various parts of the world, there are still considerable obstacles in the way of achieving equality for women. In Africa, implementation of the PFA has been very slow due to a combination of factors such as economic decline, political instability, conflict, lack of adequate institutional mechanisms for mainstreaming gender, and the devastating impact of the HIV/AIDS pandemic. A key factor in this level of implementation is the low level of commitment by governments to implementing the PFAs.


Core problem

The review of the PFAs reveals that whilst there have been some significant gains for women in various parts of the world, there are still considerable obstacles in the way of achieving equality for women. In Africa, implementation of the PFA has been very slow due to a combination of factors such as economic decline, political instability, conflict, lack of adequate institutional mechanisms for mainstreaming gender, and the devastating impact of the HIV/AIDS pandemic. A key factor in this level of implementation is the low level of commitment by governments to implementing the PFAs. In the sub regional assessment that EASSI conducted prior to the NGO Kigali Forum held in May/June 2004, it was noted that areas of most progress were only in the areas Women and decision-making and Women in Education and training. And even at that there was no real critical mass of women in decision-making positions.
Affirmative Action through lobbying by women’s organizations had resulted in numbers going up but that is still a token compared to men. In education and training, most progress was noted in the gender parity at primary education level, which dwindled in favour of men at the Secondary and Tertiary levels. Areas of least progress were identified as Women in the Peace processes, Women’s Legal and Human Rights and Women and Poverty. EASSI therefore decided to base its activities on these areas that have registered the least progress.
